About this opportunity

The City of Philadelphia is soliciting bids on a portable pneumatic press as a micro purchase with a due date of August 18, 2026. The City will award the contract as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder; sellers must quote all items to be eligible for consideration.

The micro purchase threshold is $45,000, adjusted annually by Consumer Price Index percentage increase from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination at midnight on the final day and no extension or renewal options permitted.

Pricing must be quoted FOB Destination Point and net of all taxes; the City is exempt from federal excise, transportation, and Pennsylvania Sales and Use taxes. All quotes must be submitted electronically through PHLContracts and remain valid for 60 days from submission date or throughout the contract term for requirements contracts.

Award is contingent upon receipt of a completed and signed Consent and Authorization Agreement from the seller prior to the submission deadline. Signature requirements vary by entity type: corporations require signatures from a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer (or with certified corporate resolution); limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or duly authorized signers.

Successful sellers must comply with Philadelphia's business tax requirements and maintain specified insurance coverage including Workers' Compensation and General Liability of at least $500,000 per occurrence. Sellers must also certify they are not currently indebted to the City for delinquent taxes or other obligations. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and accept quotes on individual line items. Vendors are instructed not to deliver or provide services until notified by the requesting department.
