About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Equipment, is seeking bids for three (3) portable light plants through a Request for Bid (RFB 605 2300000070), which represents a rebid of a previous solicitation. Each unit must be a self-contained, trailer-mounted portable light plant equipped with four 320-watt LED flood lights, a liquid-cooled diesel engine with a minimum 30-gallon fuel tank, a 120/420V UL/CSA-approved generator, outriggers for wind stabilization, and a minimum 340-degree tower rotation capability. Additional mandatory specifications include a 2,200-pound axle rating, maximum total weight of 2,050 pounds (excluding fuel), hinged cabinet doors with safety latches, a control panel with circuit breakers and hour meter, and minimum one 120V GFCI receptacle, with all units required to comply with SAE, ICC, and DOT regulations. Bids must be submitted electronically through the Kentucky eProcurement system by 1:30 p.m. Eastern Time on August 16, 2022, with a public bid reading scheduled for 3:00 p.m. Eastern Time on the same date and a tentative award date of August 26, 2022. The initial contract period runs from award through July 30, 2023, with four optional one-year renewal periods available. Evaluation criteria consist of price (95 points maximum) and delivery time (5 points maximum), with the lowest-priced conforming bid receiving maximum points and delivery time stated as a specific number of calendar days after contract award; vague terms render bids non-responsive. Vendors are subject to a one percent per day penalty on invoices for each day delivery is delayed beyond the contracted due date, excluding delays caused by factors outside vendor control, and must ship F.O.B. Destination Freight Prepaid and Allowed to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky.

Reciprocal preferences apply to Kentucky resident bidders, and additional preferences are available to Kentucky Correctional Industries (20 percent preference) and qualified bidders including Kentucky Industries for the Blind and certain nonprofit organizations serving individuals with severe disabilities (15 percent preference). All bidders must be registered in the Commonwealth eProcurement System prior to submission, and foreign entities must provide a Certificate of Authority to transact business in Kentucky. Pricing shall be quoted as a unit cost per portable light plant with all prices firm for the initial contract period, subject to restrictions on price increases during the first three months and requirements for justification of any industry-wide increases thereafter, while price decreases must be reflected immediately upon availability. All bidders and offerors are required to submit an Annual Required Affidavit affirming compliance with Kentucky state laws regarding campaign finance, tax obligations, boycott prohibitions, and other statutory requirements. No incumbent vendors or budget values are specified in the available documentation; however, payment will be made within thirty working days of receipt of goods and invoice, with an additional one percent per month penalty for late payments exceeding thirty working days.
