About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, issued a Request for Bid (RFB) for the procurement of portable light plants on behalf of the Division of Equipment. The solicitation requests two categories of equipment: Item 1 comprises four units of 1000-watt portable light plants featuring liquid-cooled diesel engines, four flood lights, and 30-foot operating height capability, while Item 2 consists of three units of 320-watt LED portable light plants with similar specifications. All equipment must be new, manufacturer-standard quality, pre-serviced, and delivered with complete operator manuals, parts books, and service manuals. Bids were due on May 17, 2022, at 1:30 PM Eastern Time through the Kentucky eProcurement system (EMARS), with a tentative award date of June 14, 2022. Award determination will be based on a best-value ranking approach weighted at 95 points for price and 5 points for delivery time, with vendors required to specify delivery in calendar days after award and subject to one percent daily penalties for late deliveries. The master agreement contract will have an initial period from award through May 31, 2023, with options to extend for four additional one-year renewal periods subject to written approval from both the vendor and KYTC Division of Purchases. All pricing shall be F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for shipping costs, and price increases are prohibited during the first twelve months with only one increase permitted thereafter based on industry-wide changes requiring thirty days' written notice.

Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities are eligible for additional preferences. All bidders must submit an Annual Affidavit for Bidders, Offerors and Contractors certifying compliance with Kentucky campaign finance laws, sales and use tax registration, non-delinquency on state taxes and fees, and abstinence from boycotts of entities in jurisdictions with which Kentucky maintains open trade, along with prohibitions outlined in KRS 11A.236. Submissions must be made electronically through the Kentucky Vendor Self Service (VSS) portal at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, with procedural questions directed to Brandon Milby at 502-782-3979 or Brandon.Milby@ky.gov. No in-person bidders' meetings or site visits were specified in the solicitation. The RFB document does not specify an estimated award value or budget range for this procurement. All bidders must ensure compliance with General Conditions and Instructions for Solicitations and Contracts (FAP 110-10-00) and Kentucky Revised Statutes KRS 45A and related administrative regulations.
