About this opportunity
The Maine Department of Transportation is requesting bids on a portable heavy truck lift system for delivery to Fleet Service in Augusta, Maine, with bids due December 20, 2007. The system specification is highly prescriptive and functions as the primary capability filter.
The scope requires a wireless portable four-post heavy truck lift system with combined rated capacity of 64,000 pounds (four individual 16,000-pound units). The system must lift vehicles with tire diameters from 14 to 24.5 inches and reach a maximum height of 67 inches. Key specifications include a wishbone-shaped base of 10-gauge steel with down-stops no more than five inches apart, a 3-gallon hydraulic reservoir, 12-volt DC power with onboard smart charging, and a wireless synchronized control system using FCC-licensed technology maintaining lift proximity within 1.5 inches across all units. The system must be 100 percent factory-tested to full rated capacity before shipment.
Awardees must establish parts inventory within Maine capable of 95 percent parts availability within 48 hours of order and 24-hour availability for expendable items such as hydraulic hoses. All proposals must include shipping and delivery, a one-day training program, specification sheets, brochures, and documentation of floor and power requirements. The system must comply with all applicable Federal, State of Maine, and OSHA regulations and include a minimum one-year limited warranty effective upon placement into service. The state reserves the right to perform warranty work in-house, with costs billed to the manufacturer or dealer.
The Division of Purchases will make awards to the best value responsible bidder, considering quality, conformity with specifications, delivery dates, and overall cost. Tie bids favor in-state bidders or Maine-manufactured products. Bidders may propose approved equal substitutes with complete identification and descriptive literature. Delivery times must be stated in definite terms. Bids must be submitted electronically; late submissions will not be considered.
