About this opportunity
The Port of Oakland is requesting qualifications from California-licensed certified public accountants and audit firms to provide Single Audit or Program Specific Audit Services for 19 subgrantees in the EPA-funded Clean Ports Program, with qualifications due August 20, 2026 at 11:00 a.m. Pacific Time. This is an RFQ to establish an on-call pre-qualified provider pool; individual Partners will later execute separate engagement letters with selected firms and negotiate fees outside this process.
Respondents must demonstrate a minimum of three years' experience performing Single Audits within the past five years, maintain independence as defined by Government Auditing Standards, and provide evidence of external quality control reviews. Audits must be conducted in accordance with Generally Accepted Auditing Standards and the Uniform Guidance for Federal Awards (2 CFR Part 200). Audits are due within nine months of the fiscal year end (July 1 through June 30), with Partners requested to submit at least 60 days prior to the deadline.
Required insurance includes Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Errors and Omissions coverage ($1,000,000 per claim). No DBE goal is established, though small and minority businesses are encouraged to participate. The RFQ is partially federally funded through the EPA's Inflation Reduction Act-Clean Ports Program Grant and carries standard federal compliance requirements including Title VI Civil Rights provisions, debarment certifications, and Iran Contracting Act compliance.
Evaluation criteria are statement of qualifications (pass/fail), responsiveness and policy adherence (pass/fail), company information and litigation history (15%), knowledge and experience (25%), client references (15%), and quality control procedures (25%). Pricing will not be evaluated during RFQ selection. Questions are due July 30, 2026 at 4:00 p.m. Pacific Time. The Port reserves the right to reject any or all qualifications.
