About this opportunity

Broward County Port Everglades is soliciting proposals for development of a 2025 activity-based air emissions inventory for Port Everglades facilities, with responses due June 8, 2026. This is a federally grant-funded fixed-price contract. SBE/CBE preferences apply: certified Small Business Enterprise or County Business Enterprise vendors submitting bids within 10% of the lowest responsive, responsible non-certified bid shall be offered the opportunity to match that bid and, if matched, shall be recommended for award.

The scope requires quantification of direct port emissions from mobile sources (vessels, cargo handling equipment, vehicles, locomotives), indirect emissions from energy consumption, and cargo/activity indicators across the Port Jurisdictional Area and waterside areas extending to three nautical miles. Pollutants to be measured include PM10, PM2.5, NOx, SOx, HC, CO, and greenhouse gases (CO2e, CO2, CH4, N2O). The inventory must maintain comparability with the Port Everglades 2015 Baseline Air Emissions Inventory using current methodologies. The consultant must facilitate a minimum of three Technical Working Group meetings and three Stakeholder Working Group meetings, conduct public and stakeholder outreach including social media and press releases, and develop workforce development materials. All deliverables must be provided in Microsoft Word, Adobe Acrobat, and PowerPoint formats with ADA compliance. The contract extends through November 30, 2027, with an anticipated one-year federal grant extension to that date.

Bidders must demonstrate a minimum of five completed Air Emissions Inventory and Reduction Planning projects at major United States port facilities with detailed project descriptions and client references. Personnel must hold a Bachelor's degree (Master's preferred) in environmental science, chemistry, environmental engineering, or related fields with strong technical skills in data analysis and modeling. The vendor must perform 100% of the contract price without subcontracting. Key milestones include Quality Assurance Project Plan and methodology documents 30 days after Notice to Proceed, data collection completion by day 180, draft report submittal by day 365, and final report publication 30 days following draft approval. Questions are due by the deadline specified in BPRO; responses will be posted in BPRO's Messages section. Award goes to the lowest responsive, responsible bidder. Responses must be submitted electronically through BPRO with submission receipt confirmation.
