About this opportunity

Port Arthur Economic Development Corporation is requesting sealed proposals for tractor mowing services at three business parks (Highway 73, Spur 93, and Jade Avenue) in Port Arthur, Texas, with proposals due August 26, 2026 at 10:00 a.m., and a mandatory pre-bid conference on August 18, 2026 at 10:00 a.m. — attendance at the pre-bid conference is mandatory and bids from non-attendees will be rejected unopened.

The scope includes grass cutting beyond six feet from curbs, trimming around fire hydrants and signs, litter and debris pickup, sweeping or blowing concrete areas clean, and maintaining entrance roads and driveways at all three locations. The EDC estimates approximately six mowing cuts per year on an as-needed basis, with work to be completed within seven calendar days of issuance. The three sites comprise Highway 73 Business Park (7.269 acres) and Spur 93 and Jade Avenue Business Parks at West Port Arthur Road (190 acres combined).

The contract term is approximately twelve months from execution with options to renew for two additional one-year periods; the EDC may terminate at any time with thirty days' written notice. Proposals must include a bid sheet with monthly and annual costs for each location, letter of interest, non-collusion affidavit, affidavit regarding outstanding City of Port Arthur debts, conflict-of-interest questionnaire, House Bill 89 verification (Israel boycott certification), and SB 252 certification regarding foreign entities and terrorist organizations. Sealed proposals (one original and three duplicates) must be delivered to the EDC office at 501 Procter Street, with opening at 10:15 a.m. the same day.

Evaluation is on a 100-point scale: experience (35 points), references (10 points), pricing (20 points), and project approach (35 points). All bids are F.O.B. the EDC office. The contractor must carry workers' compensation, commercial general liability ($1 million per occurrence), and professional liability ($1 million) insurance and obtain EDC approval before engaging subcontractors. The contractor bears responsibility for all equipment damage, ruts, and damage to sprinkler systems or city properties.
