About this opportunity

The Maryland Transit Administration is requesting proposals for Motorola APX N50 radios and associated equipment under PORFP J05P7600007, with proposals due October 9, 2026 at 1:00 p.m. Eligibility is strictly limited to Master Contractors awarded contracts under the Radio Communications 2018 Master Agreement (060B7400088) — this is a secondary competition restricted to pre-qualified vendors, not open competition.

The scope covers 10 APX N50 portable radios operating on 700/800 MHz frequencies with trunking baud modules, TDMA operation packages, encryption adapters, three-year essential service agreements, programming capabilities, system keys, P25 authentication, baseline software, CPS enablement, chargers, speaker microphones, radio management hardware, and radio management licenses. Equipment will support train operations, station staff, maintenance, and transit police across nearly all Metro operational groups. All equipment must be new and unused, delivered to and stored at Metro Systems Maintenance at 5801 Wabash Avenue, Baltimore, Maryland 21215.

Bidders must be authorized Motorola resellers and provide a Letter of Authorization from the manufacturer or distributor along with a screenshot of MSRP. Estimated ship dates and lead times must be quoted for all items. Pricing must remain valid for at least 90 days following the proposal due date, and Master Contractors cannot impose restocking fees for items returned due to damage or incorrect shipment. The state reserves the right to adjust quantities based on available funding. Questions are due October 5, 2026 at 1:00 p.m. EDT, with public bid opening on October 15, 2026 at 10:00 a.m. The procurement point of contact is Cathy Parson at 410-454-7924. Mandatory terms include compliance with federal and state employment laws, occupational safety standards, environmental protection requirements, nondiscrimination policies, and quarterly green purchasing data submission. Payment is due within thirty days of invoice and MTA acceptance via electronic funds transfer.
