About this opportunity

The Department of Health Care Services (DHCS) and the California Department of Public Health (CDPH) are seeking technical assistance (TA) providers through Request for Information (RFI) #24-069 to support the Population Health Management Program (PHM). The primary objective is to facilitate and strengthen engagement between Managed Care Plans (MCPs), Local Health Jurisdictions (LHJs), and community stakeholders in implementing Community Health Assessments (CHAs) and Community Health Improvement Plans (CHIPs). The technical assistance will focus on bridging understanding gaps, aligning policy interpretations, and enhancing cross-sector partnerships to improve population health management strategies. Key deliverables will include supporting MCP engagement in CHA/CHIP processes, developing collaborative health improvement strategies, and reducing siloed approaches to population health management. The RFI was posted on April 4, 2025, with responses due by May 9, 2025, and potential vendors are required to submit any questions via email to PCDRFI3@dhcs.ca.gov. The technical assistance aims to help MCPs develop a deeper understanding of members' health and social needs and create more integrated approaches to community health improvement.

While the RFI does not explicitly outline specific set-aside designations or restrictions on responding organizations, it suggests a comprehensive approach to technical assistance that may require expertise in healthcare policy, community health management, and cross-sector collaboration. The document does not specify incumbent vendors or provide specific budget ranges for the technical assistance contract. Potential respondents should have demonstrated experience in healthcare policy implementation, community health assessment, and the ability to facilitate complex stakeholder engagements across different jurisdictional levels. The RFI appears to be seeking organizations with sophisticated understanding of public health systems, managed care operations, and community health improvement strategies. Interested entities should carefully review the PHM Policy Guide and All Plan Letter (APL) 23-021 to understand the full context of the technical assistance requirements. While no specific award value is mentioned, the scope suggests a significant technical assistance engagement aimed at improving population health management across California's healthcare systems.
