About this opportunity
Hampden Township is seeking sealed bids through the PennBid Program for the rehabilitation of the existing Aquatics Center Sprayground located at 5002 Hampden Park Dr in Mechanicsburg, Cumberland County, Pennsylvania. The project will be bid as two prime contracts: Contract No. 1 for General Construction and Contract No. 2 for Aquatics Construction. The scope of work includes comprehensive renovations to the existing sprayground, involving demolition of existing deck and equipment, installation of new deck and sprayground features, and refinishing of the equipment vault. Key deliverables include multiple spray features such as an Exploration Series K250 play structure, geyser and doughnut spray features, tulip and waterfall features, and mechanical system upgrades utilizing existing pumps and balance tank. Bidders must submit electronic proposals via PennBid by October 15, 2025, at 2:00 PM, with a non-mandatory pre-bid meeting scheduled for September 22, 2025, at 1:00 PM at the Hampden Township Admin Building. The last day for submitting project questions is October 8, 2025, at 4:00 PM. Bidders are required to submit a certified check or bid bond for 10% of the bid amount and must comply with the Pennsylvania Prevailing Wage Act.
The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Successful bidders will be required to post both payment and performance bonds, each covering 100% of the total bid price. The project will be designed under the 2018 International Building Code and Pennsylvania Uniform Construction Code, with design and consulting services provided by MKSD Architects, Counsilman-Hunsaker & Associates (aquatics consultant), and Snyder Hoffman & Associates (MEP consultant). The project appears to be partially funded through a Redevelopment Assistance Capital Program (RACP) grant from the Commonwealth of Pennsylvania, which may impose additional compliance requirements. While specific budget ranges are not explicitly stated, the comprehensive nature of the renovation and the requirement for multiple prime contracts suggest a significant capital investment. Electrical work will involve bonding and grounding of equipment per NEC Article 680, with provisions for reusing existing electrical circuits, indicating a focus on integrating new infrastructure with existing systems.
