About this opportunity

The City of Scranton, located in Lackawanna County, Pennsylvania, is soliciting sealed proposals for Pool Equipment and Interior Improvements across three municipal pools: Connell Park Pool, Weston Field Pool, and Weston Park Pool. The procurement involves three primary scopes of work: installing code-compliant pool entry railings at two locations, furnishing and installing new automated chemical feed and flow meter units at two pools, and repairing a leaking horizontal joint at the Weston Park Pool wall. Bidders must submit a comprehensive statement of qualifications demonstrating experience with at least three similar projects completed within the last five years, along with catalog cuts of proposed pool railings and chemical feed equipment. The proposal must include various certifications such as affirmative action, non-segregated facilities, and non-collusion affidavits. Key submission deadlines include a 4:30 pm cutoff on May 12, 2023, for questions and clarifications, with final proposals due by 10:00 am on May 18, 2023, through the City's e-Procurement Portal. The selected contractor will be required to commence work within seven days of the notice to proceed and complete all work within 21 calendar days. Proposals will be publicly opened in City Council Chambers and made available for viewing on YouTube.

The procurement appears to have no specific set-aside designations or restrictions on respondent types, allowing broad participation from qualified contractors. Bidders must carry specific insurance coverages, with the City of Scranton to be named as an additional insured, and comply with local tax requirements. The contract will be awarded on a time and materials basis, with a not-to-exceed fee structure, and the city reserves the right to reject any and all proposals or negotiate with finalists. While no specific budget range is explicitly stated, bidders are required to provide detailed cost sheets showing hours, labor costs, expenses, and a not-to-exceed budget for reimbursable expenses. Prospective respondents must register on the City's e-Procurement Portal and "Follow" the project to receive automatic addenda notifications and be eligible to submit a proposal. Technical support for portal-related issues is available through OpenGov's support channels, including real-time chat and email support at support@procurenow.com.
