About this opportunity

The City of Rocky Mount Parks and Recreation Department is requesting proposals for pond and fountain maintenance services at City Lake Park, with proposals due October 20, 2026, and a virtual pre-bid meeting on October 6, 2026. A North Carolina Registered Landscape Contractors license and a North Carolina Commercial Pesticide Applicators license are mandatory qualifications.

A local preference policy allows eligible local bidders whose price is within five percent or $25,000, whichever is less, of the lowest non-local bidder's price to match that price.

The scope encompasses groundskeeping and maintenance of approximately 10.24 acres of pond with 3,572 feet of pond edge, including biologist inspections on a biweekly basis March through November and monthly December through February; aquatic weed control; shoreline vegetation management; algae control; pond dye application; fountain maintenance; trash removal; and monthly service reporting. The contractor must supply all equipment, materials, labor, and personal protective equipment and is responsible for managing all subcontractors approved by the City. Work must commence within 30 business days of contract award.

The initial contract term is three years with options for two additional one-year renewal terms if both parties agree, for a potential total of five years. The City reserves the right to extend the contract for up to 180 days in 90-day or less increments. Evaluation is based on lowest responsible, responsive bid considering quality, performance, and time for contract performance under North Carolina General Statute 143-131. Written questions are due October 8, 2026, at 2:00 PM. The contractor must designate a project manager as the primary point of contact and submit monthly invoices within 15 calendar days of month-end work completion with payment on NET 30 days.
