About this opportunity

The Commonwealth of Kentucky, Kentucky Transportation Cabinet, Division of Maintenance is requesting bids for a master agreement covering polypropylene barrier wall construction services in Districts 11 and 12, with bids due October 1, 2026 at 1:30 p.m. Eastern Time. Reciprocal preference applies to Kentucky resident bidders as defined in KRS 45A.494; qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive preferences of 20 percent and 15 percent respectively of maximum points.

The scope spans mobilization, foundation preparation for non-yielding and yielding conditions, installation of polypropylene barrier walls in multiple heights (2 feet through 6 feet), concrete placement via transfer pump or mechanical support, traffic control meeting current KYTC specifications and MUTCD standards, aggregate and channel lining supply, and long-reach trackhoe equipment rental (CAT 320 or equivalent, minimum 40-foot reach). District 11 requires approximately 2,800 linear feet of barrier wall; District 12 requires approximately 2,200 linear feet. Vendors may bid on one or both districts and must provide years of experience in similar construction services and mobilization timelines in days-to-start for each district. All materials must comply with current KYTC Standard Specifications. Installation locations and quantities will be provided through written Transportation Delivery Orders.

The master agreement begins no earlier than October 16, 2026 and expires October 15, 2027, with four optional one-year renewal periods at the discretion of both parties. Pricing is the sole evaluation criterion; the lowest bidder receives the maximum 100 points. Vendors must provide proof of Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability Insurance if applicable, and Kentucky Workers Compensation Insurance. Vendors must be capable of scheduling site visits within seven calendar days of notification. Bids must remain valid for 90 calendar days after closing. Price adjustments at renewal will be calculated using CPI-U with a maximum 10 percent adjustment threshold. Payment is due within 30 working days of invoice and service acceptance, with 1 percent monthly penalty applied to undisputed amounts unpaid after 30 working days. The tentative award date is October 9, 2026. Only electronic bids submitted through Kentucky Vendor Self Service are accepted.
