About this opportunity

The Commonwealth of Kentucky, Kentucky Transportation Cabinet, Division of Purchases, is requesting bids on polypropylene barrier wall construction services for Districts 11 and 12 under RFB 605 2600000683, with bids due July 15, 2026 at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service e-procurement system. Qualified bidders including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference) may receive additional points; Kentucky resident bidders are also eligible for reciprocal preference equal to the preference given by nonresident bidders' home states.

The scope encompasses polypropylene barrier wall construction at multiple locations across Districts 11 and 12, including mobilization, foundation preparation (both non-yielding and yielding), barrier wall installation using polypropylene bags in heights of 2 to 6 feet, concrete placement, traffic control, and erosion control. District 11 requires approximately 2,215 linear feet of barrier wall; District 12 requires approximately 2,405 linear feet. Additional line items include 1,500 tons of 6-inch minus stone aggregate, 150 tons of Class III channel lining, 1,000 cubic yards of Class B concrete (meeting the most current edition of KYTC Standard Specifications), and rental of a long-reach trackhoe (CAT 320 or equivalent) with minimum 8-hour daily commitment. All traffic control must comply with KYTC Specifications, MUTCD, and Standard Drawing requirements, with all flaggers requiring proper certification. Vendors must provide years of experience in similar services, response time, and days required to start work. Bidders may respond to one or both districts.

Award will be determined using best value ranking: price (85 points), response time (5 points), and years of experience (10 points). A minimum of three years' experience is required; up to twelve years is considered for scoring. The master agreement begins no earlier than September 1, 2026, extending through August 31, 2027, with four optional one-year renewal periods available at the discretion of both parties, not to exceed five years total. Unit prices must be F.O.B. Destination Freight Prepaid and Allowed. Awarded vendors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus applicable automobile liability and workers' compensation insurance. Questions are due July 7, 2026 by 3:00 p.m. Eastern Time; responses will be posted July 8. The tentative award date is August 31, 2026.
