About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Maintenance, is requesting bids for a master agreement to provide polypropylene barrier wall construction services across Districts 1–10, with bids due July 22, 2026 at 1:30 p.m. Eastern Time. Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries (20% preference) and nonprofit agencies serving individuals with severe disabilities (15% preference) are eligible under 200 KAR 5:410.
The scope covers all materials, equipment, and labor for bank erosion control projects at various locations throughout the state. Line items include polypropylene barrier bags (minimum 5 oz. material, 18-inch top opening, trapezoidal shape, tested to ASTM D-5035-06 and D-5630, in 2-foot to 6-foot heights); installation equipment and on-site technical support; mobilization services with routine 30-day and emergency 5-day response times; labor; Class B concrete; concrete pump trucks; heavy equipment (Komatsu 200 or equivalent trackhoe, CAT 320 long-reach trackhoe, Case 580 loader, 14+ cubic yard dump trucks); 6-inch minus stone aggregate; and traffic control services. Installation locations and quantities will be furnished through written Transportation Delivery Orders. Vendors may bid selectively on individual districts rather than all ten.
The master agreement runs September 1, 2026 through August 31, 2027, with options to extend for four additional one-year periods subject to written approval and potential renegotiation of terms. Unit prices are subject to Consumer Price Index adjustment at renewal if adjustment exceeds 10 percent. Award uses best-value scoring: price (85 points, lowest receives maximum), response time (5 points, fastest receives maximum), and years of experience (10 points, minimum three years required, maximum 12 years considered). All bids must be submitted electronically through the Kentucky Vendor Self Service system; email and hard copies are not accepted. Bidders must register in the system at least 24–48 hours before submission and enter $0.01 in the e-procurement system with actual bid prices and delivery times on an attached bid sheet. Written questions are due July 7, 2026 at 3:00 p.m., with responses posted by July 8 at 3:00 p.m. A public bid reading will occur at 3:00 p.m. Eastern Time on the closing date via conference line (502-564-4495, Conference ID 240522126, Participant Code 228420). Tentative award date is August 31, 2026. Pricing is F.O.B. Destination Freight Prepaid; vendors bear all freight charges. Payment is made within 30 working days of invoice receipt, with 1 percent monthly penalty for undisputed amounts unpaid after 30 working days. A 1 percent daily penalty applies to invoices for delays beyond contracted completion dates unless delays result from factors outside the vendor's control. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million combined single limit (if applicable), and Kentucky Workers' Compensation. All bids must remain valid for a minimum of 90 calendar days after closing.
