About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet Division of Purchases is requesting bids for polypropylene barrier wall construction services across Transportation Districts 1–10 under RFB 2600000682, with bids due July 15, 2026 at 1:30 p.m. Eastern Time. Qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, nonprofit corporations furthering KRS Chapter 163, and qualified nonprofit agencies for individuals with severe disabilities may receive preference equal to 15–20 percent of maximum points. Kentucky resident bidders may also qualify for reciprocal preference equal to the preference given by the nonresident bidder's state.
The scope includes supply and installation of polypropylene barrier bags (minimum 5 oz. material, 18-inch top opening, trapezoidal shape, baffle spacing maximum every 3 feet) in heights from 2 feet through 6 feet, across all ten districts with quantities varying by district. Work encompasses mobilization (routine 30-day response time, emergency 5-day response time), on-site technical support, heavy equipment operation (trackhoe, long-reach trackhoe, loader, dump truck), concrete placement support, aggregate materials, traffic control, and labor for bag delivery and installation. Bidders may respond to any combination of districts rather than all ten and must enter unit prices on the provided bid sheet.
The initial contract period runs from no earlier than September 1, 2026 through August 31, 2027, with four optional one-year renewal periods at the discretion of both parties. The tentative award date is August 31, 2026. Awards are made on a best value basis by district using 85 points for price (lowest bidder receives maximum), 5 points for response time (fastest response receives maximum), and 10 points for years of experience (minimum three years required, maximum 12 years considered). Vendors must maintain Commercial General Liability Insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability Insurance of $1,000,000 combined single limit if applicable, and Kentucky Workers Compensation Insurance. Written questions are due July 7, 2026 at 3:00 p.m. Eastern Time. All vendors must register in the Commonwealth eProcurement System prior to bid submission, with 24–48 hours required for registration completion. Late delivery penalties of 1 percent per day apply for work not begun within contracted due dates.
