About this opportunity

The Missouri Department of Transportation (MoDOT), Central District is seeking bids for polymer modified asphalt emulsion (CRS-2P) for chip seal projects in Cole and Miller Counties. The procurement is specifically for an estimated 130,000 gallons of CRS-2P to be delivered between April 30 and May 10, 2018, with this being the second in a series of planned bids through July 31, 2018. Vendors must be registered in the MissouriBUYS procurement system to access full bid terms and conditions, with bids due by April 25, 2018, at 2:00 PM CDT. The solicitation requires FOB destination pricing with net 30 day payment terms, and pricing must remain valid for 90 days from the bid opening. Key objectives include providing high-quality polymer modified emulsified asphalt for road maintenance chip seal projects, with no guaranteed minimum purchase quantity. Vendors will be evaluated based on their ability to meet technical specifications, pricing, delivery capabilities, and compliance with procurement requirements.

The procurement encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Business (SDVE) participation is also encouraged, and vendors are asked to identify any such involvement. The solicitation includes cooperative purchasing provisions, allowing other Missouri counties, cities, and political entities to potentially utilize the contract pricing. While no specific total contract value is disclosed, the estimated quantity of 130,000 gallons suggests a significant procurement opportunity. Vendors are required to provide information on domestic product usage and potential price variations based on delivery locations. The contract includes flexibility for pricing extension in case of weather-related delays to the chip seal program, ensuring continued availability of the asphalt emulsion for road maintenance projects.
