About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) have issued an Invitation for Bid (IFB) seeking qualified vendors to provide polyethylene trash bags for statewide use, specifically covering Clark County. The procurement includes multiple types of bags: Type II yellow bags with and without logo printing, Type II blue bags, and Type III drum liner bags for 55-gallon and 20-gallon drums. Bidders must provide bags packaged in rolls with a minimum of 100 bags per roll, not exceeding 50 pounds per roll, and meet specific technical requirements including mil thickness, ink durability, and size specifications. The bid was posted on December 23, 2022, with responses due by January 6, 2023, at 2:00 PM Central Standard Time. The contract period runs from the date of award through December 31, 2023, with four optional one-year renewal periods. Initial order quantities must be delivered by March 15, 2023, with subsequent orders required to be fulfilled within 45 days of receipt.

The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement. Service-Disabled Veteran Business Enterprise (SDVE) participation is also requested. The contract will be awarded to the lowest responsive bidder, with MoDOT reserving the right to make multiple awards or an "All or None" award based on total lowest price. Pricing must remain firm for the first six months of the contract (January 1, 2023 through June 30, 2023), after which contractors may request price increases subject to MoDOT's approval. While no specific contract value is explicitly stated, the statewide nature of the procurement and the multiple line items suggest a potentially significant award. Bids may be submitted electronically, via mail, UPS, or FedEx, with hard copy submissions requiring prior contact with the buyer of record. Cooperative purchasing options are available, allowing Missouri counties, cities, and other political entities to potentially utilize the contract pricing.
