About this opportunity

The Missouri Department of Transportation (MoDOT) Northwest District is seeking qualified vendors to establish a price agreement for Polyethylene & Polypropylene Culvert Pipe through an Invitation for Bid (IFB605NW22000592). The procurement is specifically for regular polyethylene pipe (not steel reinforced) and polypropylene culvert pipe in diameters ranging from 12" to 72", along with corresponding bands and hardware. Vendors must provide pricing for both 20-foot and 30-foot pipe lengths, with options for different wall configurations including double and triple wall for certain pipe sizes. The contract will be an "as needed/if needed" basis from the award date through October 31, 2022, with the possibility of three additional one-year renewal periods. The bid submission period runs from October 1, 2021, to October 18, 2021, at 2:00 PM CDT, with bids to be submitted electronically through the MissouriBUYS eProcurement system. Evaluation criteria will include cost analysis, availability, and proximity of supplier locations to project sites, with MoDOT reserving the right to make multiple awards to different vendors.

The solicitation encourages Minority Business Enterprise (MBE) participation with a goal of 10% and Women Business Enterprise (WBE) participation with a goal of 5%, though these are not mandatory requirements. Service-Disabled Veteran (SDV) and Buy American preferences will also be considered in the evaluation process. While no specific incumbent vendors are mentioned, MoDOT reserves the right to issue separate solicitations for similar materials during the contract period and may add vendors to best serve their location needs. The procurement allows for potential price escalation after the initial three-month period, subject to MoDOT approval, with payment terms set at Net 30 days and delivery terms as FOB destination. No guaranteed minimum purchase quantities are specified for the initial contract period, and vendors must state their minimum order totals for delivery. The solicitation does not provide a specific award value or budget range, emphasizing the flexible, as-needed nature of the contract.
