About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking bids from qualified vendors to establish a price agreement for polyethylene and polypropylene culvert pipes. The solicitation covers pipes ranging from 12 to 72 inches in diameter, with options for 20-foot and 30-foot lengths, along with corresponding bands and hardware. Specifically, MoDOT is requesting regular polyethylene pipe, not steel reinforced versions. The contract will be on an "as needed/if needed" basis for the period of November 6, 2018 through October 31, 2019, with the option to extend for up to three additional one-year renewals. Vendors will be selected based on multiple factors including cost analysis, availability, and proximity to project locations. The bid submission deadline is November 6, 2018 at 3:00 PM CST, with bids accepted electronically through the MissouriBUYS system or via hard copy. MoDOT does not guarantee any purchases during the initial contract period and will award the contract to multiple vendors.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with suggested participation targets of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Cooperative purchasing options are available for Missouri counties, cities, and other political entities at the same pricing. Vendors must comply with state requirements regarding employment of unauthorized aliens and provide proof of lawful presence. Payment terms are set at Net 45 days, and MoDOT reserves the right to use state purchasing cards (VISA) for purchases. Delivery costs must be included in the pricing, with deliveries to be made to multiple locations within MoDOT's Northwest District. While no specific award value is mentioned, the multiple-award contract structure allows MoDOT flexibility in purchasing culvert pipes as needed throughout the contract period. The procurement does not limit the number of vendors that can be awarded, creating opportunities for multiple suppliers to provide these materials.
