About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking bids from qualified vendors to establish a price agreement for polyethylene and polypropylene culvert pipes, specifically non-steel reinforced pipes and associated bands. The solicitation covers pipe diameters ranging from 12 to 72 inches, with options for both 20-foot and 30-foot lengths. The initial contract period will run from November 1, 2018 through October 31, 2019, with the potential for up to three additional one-year renewals upon mutual agreement. This will be a multiple-award contract on an "as needed/if needed" basis, meaning MoDOT does not guarantee any purchase quantities during the contract period. Vendor selection will be based on cost analysis, availability, and project proximity. The bid submission period was from October 15, 2018 to October 29, 2018, with deliveries to be made to multiple locations within MoDOT's Northwest District, requiring at least two business days advance notice and occurring during normal working hours.
The solicitation actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% for MBE and 5% for WBE through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) vendors are also encouraged to participate. Vendors must maintain specific insurance requirements, including commercial general liability insurance ($500,000 per person/$3,000,000 per occurrence), automobile liability insurance ($500,000 per person/$3,000,000 per occurrence), and Missouri State Workers' Compensation coverage. The contract includes cooperative purchasing provisions, allowing Missouri counties, cities, and other political entities to utilize the contract terms. While no specific contract value was mentioned, pricing will be on a per linear foot basis, with payment terms set at Net 45 days and all delivery costs to be included in the pricing (FOB Destination). Vendors must also comply with state and federal regulations, including verification of employee eligibility to work in the United States.
