About this opportunity
The Missouri Department of Transportation (MoDOT) Central District is seeking bids for a price agreement to procure Polyethylene & Polypropylene Culvert Pipe through Invitation for Bid (IFB) number IFB605CD20000850. Specifically, MoDOT is requesting pricing for regular polyethylene pipe, not steel-reinforced versions, to be delivered on an "as needed/if needed" basis from November 1, 2019, through October 31, 2020. The contract is designed as a multiple award arrangement, meaning multiple vendors may be selected to supply the culvert pipes. Bidders must submit their proposals electronically through the MissouriBUYS Statewide eProcurement System or via hard copy by October 17, 2019, at 1:00 PM CDT. MoDOT will evaluate bids based on factors including price, vendor responsibility, compliance with specifications, cost analysis, availability, and proximity to project locations. The contract includes the option to extend for up to two additional one-year renewal periods, subject to mutual agreement between MoDOT and the selected vendors.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific target participation goals of 10% MBE and 5% WBE. Service-Disabled Veteran Business Enterprise (SDVE) participation is also encouraged. While no specific incumbent vendors are identified, MoDOT reserves the right to choose suppliers based on multiple criteria and does not guarantee minimum purchase quantities during the initial contract period. The agency may use state purchasing cards (VISA) for transactions and maintains the flexibility to issue separate solicitations for similar materials during the contract period. Vendors must be registered with MissouriBUYS and comply with Missouri's requirements, including Executive Order 07-13 regarding employment of unauthorized aliens. Although no specific budget range is mentioned, the contract is structured to allow flexible purchasing of culvert pipes across multiple MoDOT Central District maintenance facilities, with delivery costs to be included in the pricing and payment terms set at Net 45 Days.
