About this opportunity

The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Division of Maintenance, is soliciting bids for a master agreement contract to supply polyethylene (PE) liner pipe that conforms to AASHTO Designation M 326-08 and ASTM Designation F894 specifications. The procurement encompasses PE liner pipe in various outer and inner diameter sizes, grout materials, and oval male and female machined head HDPE pipe, with quantities estimated at 750 linear feet per item across twelve highway districts. Beyond product supply, the successful vendor must provide one trained technician at no cost during the planning phase to determine pipe sizing and blocking/grout tube placement, and must supply concrete pumps, air foam generators, and at least two trained technicians per job to perform the grouting process that installs grout material into the annular space between existing and liner pipe. All pricing shall be submitted as firm unit costs on the provided bid sheet through the Kentucky Vendor Self Service e-procurement system, with quotations required to be F.O.B. Destination Freight Prepaid and Allowed. The evaluation will be based solely on price as the measurable criterion, with the lowest responsive and responsible bidder receiving the award on a district-by-district basis. The deadline for written questions is March 19, 2026 at 4:00 p.m., with responses anticipated by March 23, 2026, and bids are due electronically by March 31, 2026 at 1:30 p.m., with the tentative award date of April 3, 2026. The successful vendor must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, providing an ACORD Certificate within ten days of notice of intent to award.

Resident bidder preferences and qualified bidder preferences apply per Kentucky statutes, specifically benefiting Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities. The master agreement will have an initial contract period beginning upon award and expiring March 31, 2027, with four optional one-year renewal periods available at the written approval of both the vendor and KYTC Division of Purchases. Price increases are not permitted during the first twelve months of the contract; thereafter, increases require written justification based on industry-wide price changes submitted at least thirty days in advance, while price decreases must be reflected immediately upon availability. No specific incumbent vendors or budget values are identified in the solicitation documents; however, the contract is structured for use by the KYTC Division of Maintenance across all twelve highway districts, with all shipments and services authorized only upon processing of official delivery orders. Vendors are not required to bid on all districts but must bid on all line items within any district they wish to be considered for award, with failure to complete all line items within a selected district resulting in rejection and non-responsive status.
