About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for polyethylene bags (6 mil clear, 22"X16"X58" gusseted, 50-bag-per-roll configuration, 50-gallon capacity) under RFQ 06A 220413-0274, with quotations due May 18, 2022 at 4:00 p.m. Eastern Standard Time. Bidders must submit two sample bags for evaluation prior to closing.
The bags must be perforated to prevent tearing when removed from the roll and do not require sealability. The Department of Environmental Protection anticipates ordering an average of 192 rolls annually, delivered in a single shipment. Primary delivery is to Portland, Maine, with secondary locations in Augusta, Bangor, and Presque Isle. Pricing must be quoted on a FOB Destination basis, including all shipping charges and excluding state and local taxes, with prices guaranteed firm for a minimum of one year from the initial contract period.
The Master Agreement will be accessible to all State departments. The contract term is anticipated to begin May 23, 2022 and end May 31, 2024, with two optional renewal periods: June 1, 2024 through May 31, 2026 and June 1, 2026 through May 31, 2027.
All quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) electronic procurement system and include Appendix A (Bid Cover Page and Debarment Form), Appendix D (Municipality Political Subdivision and School District Participation Certification), Appendix E (Master Agreement Vendor Information), a quote on company letterhead, and product data sheets. The State reserves the right to award based on best value criteria, considering conformity to specifications, product quality, and delivery timeframes. The State may decline to award to the lowest bidder if documented poor performance or contract termination occurred within the previous five years. Vendors must provide two business days' advance notice before each delivery. All delivered bags are subject to testing to verify compliance with specifications; non-conforming shipments will be returned at vendor expense and may result in contract termination.
