About this opportunity
The state of Pennsylvania, specifically involving Washington County and Pittsburgh City, is seeking bids for a comprehensive construction project at Polk Center through a standard low-bid procurement process. The project involves extensive roofing and masonry restoration across multiple buildings, including the Auditorium Building (#3), Boot Building (#2), and Murdoch Hall (#9). Key deliverables include removing existing roofing and replacing it with new EPDM roofing and insulation on some buildings, installing new shingle roofing on Murdoch Hall, and performing masonry restoration work on the Administration Building (#1), Auditorium Building (#3), and Terrace Building (#12). The bid is structured with unit price items and will be accepted electronically through e-Builder. A mandatory pre-bid conference is scheduled for Thursday, April 22, 2021, at 1:00 PM at the Polk Center Administration Building Entrance, with COVID-19 protocols in place requiring temperature checks and mask-wearing. The final bid submission deadline is Monday, May 24, 2021, at 2:00 P.M.
The procurement includes specific provisions for Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation, with established goals of 14% for SDB and 3% for VBE for the general construction contract. However, due to the project's value being under $400,000, no specific points will be allocated for SDB/SB participation. All bidders must be registered, have a current active vendor number, and create a user profile within e-Builder to view and download project specifications. The estimated project value ranges from $1,000,000 to $2,000,000, with liquidated damages set at $500 per day. Bidders are required to comply with the Public Works Employment Verification Act 127 of 2012 by submitting a Commonwealth Public Works Verification Form with their bid or prior to contract award. Technical support for the e-Builder platform is available via email at support@e-builder.net or by phone at 1-888-288-5717.
