About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Detroit Police Department is requesting quotes for police uniforms and gear under RFQ 549771, with quotes due August 5, 2026 at 3:00 PM EST and questions due July 29, 2026 at 3:00 PM EST. A Detroit-based business equalization credit of up to 12 percent above the lowest responsible bid or $100,000, whichever is less, applies to vendors certified by the City's Civil Rights, Inclusion & Opportunity Department in designated categories including Detroit-Based Business, Detroit Resident Business, Detroit Headquartered, Detroit-Based Small Business, or Detroit-Based Micro Business; certification documentation must be submitted with the bid.

Respondents must demonstrate a minimum of five years of experience providing similar uniforms at comparable scope and size, supported by three project references from the last five years. The scope encompasses Class A duty uniforms (approximately 170 sets), Class B duty uniforms (approximately 170 sets), and new hire bundles (approximately 480 sets), with all line items, including navy blue shirts (long and short sleeve), trousers, garrison duty hats, duty jackets, soft shell jackets, raincoats, leather gear (holsters, cuff cases, cartridge carriers, belts), rank insignia, embroidered name tapes, patches, and polo shirts. Specified manufacturers include Flying Cross or Elbeco for shirts and trousers, Safariland for leather gear, Feichheimer for duty jackets and dress uniforms, and Bayly for garrison duty hats. The contract term is two years; any renewal options require Detroit City Council approval and Chief Procurement Officer signature.

Awards will be made on a low bid basis; the City reserves the right to make one or multiple awards, delete items, limit the award amount per contractor, or make standby awards to the second lowest bidder. All bids must be submitted through Bonfire (EUNA Procurement); submissions outside this platform will not be accepted. Respondents must register in the Bonfire system to access bid documents. Payment terms are net 30 days from invoice receipt. Executive Order No. 2016-2 applies if applicable, requiring contractor workforces to include not less than 50 percent Detroit residents, 25 percent minorities, and 5 percent women. The City may terminate for poor performance, deficient work, or inability to supply trained personnel with 10 days' written notice, or for convenience with 30 days' written notice. Required post-award documentation includes notarized City of Detroit Consolidated Affidavits, Certificate of Insurance, three years of financial statements, active SAM registration, City of Detroit Treasury Clearance, and political contribution disclosures covering the previous four years.
