About this opportunity
The Massachusetts Veterans Home at Holyoke (VHH) is seeking a licensed and experienced podiatrist to provide comprehensive foot and ankle medical services for veterans residing at the facility. This Request for Response (RFR) is for a two-year contract with potential for four additional one-year renewals, totaling a maximum contract duration of six years. The podiatrist will be responsible for conducting rounds every 12-16 weeks, performing annual foot examinations for diabetic veterans, treating foot conditions, writing orders for orthotic shoes, and providing staff education. The procurement is scheduled for bid release on October 17, 2025, with quotes due by October 27, 2025, and an anticipated contract start date of December 1, 2025. Evaluation criteria will focus on best value determination, the vendor's ability to directly deliver services, submission of required forms, and potential prompt pay discounts. Bidders must provide vendor-generated procedure rates, business references from at least two long-term care facilities, and detailed credentials of providers who will be assigned to the facility.
The procurement follows the Massachusetts Small Business Purchasing Program (SBPP), which gives preference to small businesses with their principal place of business in Massachusetts. Prospective vendors must submit all documentation electronically through COMMBUYS and are required to have a Unique Entity Identifier (SAM) registration, particularly for those receiving federal grant funds. The current VHH facility is a 128-bed location, with plans to transition to a new 234-bed facility with additional adult day health services in fall/winter 2026. The podiatrist will be expected to invoice third-party insurers directly, with VHH billing and paying only for services rendered to 70-100% service-connected disabled veterans. While no specific budget range is detailed, the contract will involve providing direct podiatric care services, with the expectation that the vendor can demonstrate extensive experience in podiatric care within long-term care settings. Vendors must complete various supplementary documents, including an Electronic Funds Transfer (EFT) form, Substitute Form W-9, Authorized Signatory Listing, and a Prompt Payment Discount form to be considered for the contract.
