About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is soliciting bids for podiatry services at San Antonio State Hospital (HHSTX-HHS0017863), with bids due October 12, 2026 at 10:30 a.m. Central Time. Questions were due September 28, 2026. The contractor must hold a Doctor of Podiatric Medicine degree (D.P.M.) and be licensed as a podiatrist with the Texas Department of Licensing and Regulation, with a minimum of two years' experience and assigned personnel having at least one year of relevant experience.

The scope covers twice-weekly on-site clinic services treating up to 10 patients per clinic at San Antonio State Hospital (6711 S New Braunfels Ave, San Antonio, TX 78223) during regular business hours (8 a.m. to 5 p.m. Monday through Friday). Services include bunions, calluses, corns, fungal nails, foot and ankle fractures, gout, heel pain, and ingrown toenails. The contractor must complete a mandatory two-week training period before treating clients and bears all costs for labor, tools, transportation, equipment, materials, and supplies.

The historical monetary value for the prior annual period (September 1, 2025 to August 31, 2026) was $93,000, provided as a guideline only with no guaranteed volume or compensation. Pricing must be firm and fixed for the contract life, submitted on Exhibit C based on estimated annual visits and an initial flat rate per new patient. The initial contract term runs from award through August 31, 2029, with a possible one-year extension at HHS discretion and no renewal options. Both HHSC and the Department of State Health Services are entitled to use any awarded contract.

The contractor must provide three verifiable references for similar services within the last two years and obtain commercial general liability ($1,000,000 per occurrence), professional liability ($1,000,000), and umbrella liability ($1,000,000) insurance, plus workers' compensation coverage. A No HUB Subcontracting Plan is required but a HUB plan is encouraged if subcontracting opportunities exist. Bidders must submit responses through the PeopleSoft Strategic Sourcing platform and complete Exhibits A, D, and F along with copies of their D.P.M. degree and license.
