About this opportunity
The Dallas Area Rapid Transit Authority (DART) in Dallas County, Texas, is soliciting bids for the purchase of 50 units of Moxa SFP-1GSXLC Fiber Modules to support its network infrastructure operations. The procurement requires new condition units only, accompanied by full factory warranty registered to DART, with delivery mandated within 30 days of award to DART's facility located at 3021 Oak Lane, Dallas, Texas 75226. Vendors must be authorized Moxa resellers with valid proof of reseller status; third-party pass-through sellers and non-authorized resellers are prohibited. All bids must reflect FOB Destination shipping terms with freight costs included in the quoted price, and DART does not accept FOB Origin or Prepay and Add arrangements. The solicitation was posted on February 6, 2026, with a submission deadline of February 21, 2026, accessible through the Bonfire registration platform where vendors must initiate the "Prepare Your Submission" process to view the complete bid table and project specifications. Payment terms are established at Net 30, calculated from the later of invoice receipt or order receipt, with invoices submitted in triplicate to APInvoices@dart.org containing the purchase order number, item description, quantities, unit prices, and extended totals. Failure to meet specified delivery schedules constitutes grounds for rejection and default termination by the Authority.
The solicitation documentation does not specify set-aside designations or restrictions limiting responses to particular categories of disadvantaged enterprises or minority-owned businesses. No incumbent vendors or current contractors are identified in the available procurement materials, and no specific budget range or award value is disclosed in the posted opportunity. All vendors must comply with DART's standard purchase order terms and conditions, including commercial warranty provisions ensuring merchantable quality suitable for intended use, equal employment opportunity commitments, certifications regarding foreign terrorist organization designations and Israel boycott prohibitions, and compliance with dispute resolution procedures allowing 30-day appeals to DART management. DART is exempt from Texas state and local sales and use taxes, and all pricing must include applicable federal and local duties. The Contracting Officer retains authority to terminate for default or convenience, with risk of loss remaining on the seller unless caused by Authority negligence.

DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*). **Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
