About this opportunity

The Massachusetts Emergency Management Agency (MEMA), on behalf of the Northeast Emergency Management Training & Education Center (NEMTEC), is issuing a Request for Responses (RFR) to procure a qualified Type III All-Hazards Incident Management Team (AHIMT) training facilitator to deliver a 40-hour comprehensive training course (O0305) aligned with National Incident Management System (NIMS) and National Response Framework (NRF) standards. The training will serve 30-50 students from Maine, New Hampshire, and Vermont representing multiple disciplines and agencies, with instruction covering NIMS and NRF goals, Type 3 AHIMT operations, leadership and teamwork skills, interpersonal communications, and extensive exercises and simulations featuring mock incident management scenarios. A single training instance will be conducted between July 1, 2026 and September 30, 2026, with the bid release date of April 30, 2026 and a submission deadline of June 2, 2026 at 1:00 PM Eastern Time. Evaluation criteria include response quality, budget proposal quality, and bidder qualifications substantiated by at least three references for similar services provided within the last three years. The anticipated conditional award notification is June 8, 2026, with an estimated contract start date of June 15, 2026, and a three-month contract duration with no renewal options. Bidders must submit detailed price proposals structured as hourly rate-based fee-for-service arrangements, including total instructor-led delivery hours and staff labor rates that encompass all costs for labor and materials.

The procurement is subject to the Massachusetts Small Business Purchasing Program (SBPP), which provides award preference to certified small businesses meeting evaluation criteria. All contractors must be tax-exempt entities for Massachusetts government purposes, offer prompt payment discounts, and comply with state fiscal year budgeting requirements (July 1-June 30). Travel reimbursement cannot exceed state employee rates and requires MEMA approval. The contract is funded contingent upon receipt of federal FEMA financial assistance, and contractors must comply with all applicable federal laws, regulations, and FEMA policies, including federal contract provisions under 2 CFR Part 200. The estimated contract value is $25,000, with compensation structured as an hourly rate-based fee-for-service arrangement. Contractors must complete all required Commonwealth forms including the Contractor Authorized Signatory Listing, Form W-9, Electronic Funds Transfer authorization, Prompt Pay Discount Form, and Business Reference Form, and must comply with Massachusetts Commonwealth Terms and Conditions for service contracts.
