About this opportunity

The Georgia Department of Transportation (GDOT) is issuing a Request for Qualifications (RFQ) for Roadway Design Review Services on a statewide basis. This procurement seeks qualified consulting firms to provide Subject Matter Experts to assist in reviewing plans and documents for Field Plan Reviews. Prime consultants must be prequalified by GDOT in at least one of five specified roadway design area classes: two-lane rural roadway design, multi-lane rural roadway design, two-lane urban roadway design, multi-lane urban roadway design, or both rural and urban interstate highway design. Additionally, the consultant team must collectively maintain prequalification in related disciplines including traffic operations, landscape architecture, hydraulic and hydrological studies, facilities for bicycles and pedestrians, and erosion and sedimentation control planning, with roadway design identified as the anticipated key team leader position. The RFQ is anticipated to be issued on October 28, 2025, with Statements of Qualifications due by December 3, 2025. A strict communication restriction is in effect from the Public Notice of Advertisement posting date (September 24, 2025) through contract award announcement, prohibiting consultants from communicating with GDOT staff regarding this solicitation except through formal question submissions as outlined in the RFQ. Inquiries should be directed to Sharon Cyrus-Bogle at the GDOT Office of Procurement Engineering and Design Services at 600 West Peachtree Street, NW, Atlanta, Georgia 30308; 404-631-1585; fax 404-631-1277; or scyrus@dot.ga.gov. GDOT reserves the right to modify all information provided in the PNA and may reject any submittal from firms that violate the communication restriction.

The procurement documents do not specify set-aside designations, restrictions on organizational types, disadvantaged enterprise requirements, incumbent vendor information, current contractor details, or required technology integration. No award value or budget range is disclosed in the available procurement materials. A signed acknowledgment of the PNA Addendum issued on October 24, 2025, must be attached to all Phase I submissions, and failure to adhere to the modified schedule may result in disqualification of proposals. Interested consulting firms should carefully review all procurement documents and addenda to ensure compliance with submission requirements and deadlines.
