About this opportunity

The Georgia Department of Transportation (GDOT) has issued a Public Notice of Advertisement (PNA) for an upcoming Request for Qualifications (RFQ) to procure consulting services for regionalized statewide operational improvement contracts. This procurement consists of two separate contracts: Contract 1 covering Districts 1, 2, 5, and 7 in DeKalb, Clayton, and Rockdale Counties (East Region), and Contract 2 covering Districts 3, 4, 6, and 7 in Cobb, Fulton, and Douglas Counties (West Region). The scope of work encompasses on-call engineering services to evaluate and address operational inefficiencies at intersections and along corridors throughout the state route system. Deliverables and key objectives include approach delay analysis, intersection delay analysis, network delay analysis, capacity analysis, crash data analysis, safety data collection and analysis, review of best engineering practices, crash screenings, intersection control evaluations, plan development, benefit-cost analysis, conceptual drawings, and identification of projects eligible for national and state funding applications. The Prime Consultant must be prequalified by GDOT in the area classes of Non-Motorized Transportation Planning, Traffic Operations Studies, Traffic Operations Design, and Traffic Control Systems Analysis, Design and Implementation, with the consulting team collectively required to include prequalification in additional areas such as NEPA, environmental disciplines, traffic analysis, roadway design, surveying, and utility coordination. Key team leaders must include a NEPA Lead, Traffic Operations Lead, and Roadway Design Lead. The RFQ is anticipated to be issued on June 5, 2026, with Statements of Qualifications due by July 14, 2026, and all communications regarding this solicitation are restricted to Kelly Engel at kengel@dot.ga.gov or 404-631-1576, with violations of this communication restriction subject to submittal rejection.

The available document does not specify set-aside designations, restrictions on organization types, disadvantaged enterprise requirements, incumbent vendors, current contractors, or award values and budget ranges. Interested firms should note that GDOT reserves the right to reject any submittal from firms that violate the communication restriction in effect from the PNA posting through award announcement and may modify all information in this PNA in the forthcoming RFQ at its sole discretion. Prospective respondents should monitor GDOT's procurement channels for the full RFQ release on June 5, 2026, which will contain detailed submittal instructions, comprehensive scope of work, and additional evaluation criteria necessary for competitive response.
