About this opportunity
The Georgia Department of Transportation (GDOT) is issuing a Request for Qualifications (RFQ-484-022626) for on-call support services related to roundabouts and alternative intersections/interchanges. This Indefinite Delivery, Indefinite Quantity (IDIQ) procurement seeks qualified consultant firms to provide planning, design, and in-service assessment services on an as-needed basis for various intersection configurations including mini roundabouts, conventional roundabouts, multilane roundabouts, Median U-Turn intersections, Reduced Conflict Intersections, Jug Handles, Displaced Left Turns, Green-T intersections, Quadrant Roadways, and Diverging Diamond Interchanges. Key deliverables and services include Intersection Control Evaluations, traffic engineering studies, concept report preparation, plan reviews, NEPA-compliant design documentation, training development, public outreach support, safety and operations audits, and ongoing technical assistance. Respondents must be prequalified by GDOT in multiple area classes including Traffic Studies, roadway design (rural and urban two-lane or multi-lane), Traffic Operations Studies and Design, environmental documentation, NEPA compliance, surveying, utility engineering, and bicycle/pedestrian facility design. The anticipated team structure includes a Program Manager, Senior Engineer, Alternative Intersection Control Specialist, NEPA Specialist, and Plan Preparation/Field Plan Review Specialist. Phase I evaluation (60% weight) will assess the Project Manager and Key Team Leaders' qualifications (30%), additional resources and approach to challenges (20%), and prime consultant past performance on similar IDIQ or on-call contracts (10%). Phase II evaluation (40% weight) will focus on the technical approach to managing on-call contracts, subconsultant coordination, workload management, and unique project challenges, with possible presentations at GDOT's discretion. The deadline for written questions is February 10, 2026, at 2:00 PM, and Statements of Qualifications are due February 26, 2026, at 2:00 PM.
No specific set-aside designations or disadvantaged enterprise restrictions are detailed in the available procurement documents. All respondents must meet GDOT's Area Class prequalification requirements, maintain compliant accounting and audit systems, and comply with GDOT's Code of Conduct regarding conflicts of interest involving former Department employees. The resulting contract will be awarded as an IDIQ on-call master contract with a maximum duration of five years, with a minimum contract value of $25,000 and a maximum contract value of $8,000,000. Payment terms are anticipated to be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation. GDOT anticipates selecting at least three qualified finalists for Phase II evaluation. No incumbent vendors or existing contractors are identified in the procurement documents, and no specific infrastructure or technology integration requirements are detailed at this early stage of the procurement process.
