About this opportunity

The Oregon Public Employees Retirement System (PERS) is issuing a Request for Quotes (RFQ) for Project Management Office (PMO) software to replace Microsoft Project Online, which will be retired on September 30, 2026. The procurement seeks a modern project and portfolio management (PPM) solution capable of serving approximately 12 project managers, 250 time-tracking project team resources, and 20 active projects with master schedule capabilities and seven Power BI portfolio reports. The RFQ identifies eight potential vendors for consideration—Cyber Comm PowerPak, Monday.com, OnePlan, Planisware, Planview PPM Pro, Project Insight, Sensei IQ, and Smartsheet—though responses are not limited to these options. Responses must include completed pricing sheets, security certifications, End User License Agreements, Cloud Service Agreements, Maintenance and Support Agreements, and COBID forms if applicable. The solution must meet Oregon's Statewide Information Security Plan and NIST Special Publication 800-53 Moderate or High controls, support Single Sign-On via Microsoft Entra ID, and include Multi-Factor Authentication. Vendors will be evaluated using Best Value Analysis criteria including approach and methodology, consultant experience, personnel qualifications, adoption and training capabilities, cost, solution demonstrations, and compliance with technical and business requirements. Questions and clarifications are due by March 13, 2026, at 4:00 PM PST, with final proposals due by March 20, 2026, at 4:00 PM PST. PERS anticipates implementation and staff training completion by May 1, 2026, or earlier, with the contract awarded for an initial one-year term with optional annual renewals up to three additional years.

Vendors must maintain commercial general liability insurance of at least $1,000,000 per occurrence with $2,000,000 annual aggregate, professional liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, and network security and privacy liability insurance of $1,000,000 per claim. The RFQ does not specify set-aside designations or restrictions limiting responses to particular categories of organizations; however, COBID forms are required if applicable, suggesting consideration of disadvantaged enterprise certifications. All responses are subject to Oregon Public Records Law disclosure unless specifically marked as proprietary or confidential. Protested awards must be filed within seven calendar days of the Intent to Award notice and must meet specific statutory requirements under ORS 279B.410. The procurement documents do not specify an anticipated award value or budget range. Microsoft Project Online serves as the incumbent technology requiring replacement, establishing the baseline functionality and integration requirements for the proposed solution.
