The Colorado Department of Natural Resources, Division of Parks & Wildlife issued a Documented Quotation for the installation of a new vault toilet facility at North Sterling State Park's Inlet Grove Campground, located at 24005 Co Rd 330, Sterling, Colorado 80751. The procurement encompasses installation of a precast concrete CXT double vault toilet with solar lighting, exterior stack fans, an ADA concrete sidewalk, and handicap parking. The scope of work includes all labor, materials, and equipment for mobilization, precast vault toilet installation with specified finishes and optional urinal components, concrete flatwork of 160 square feet at 5-inch thickness for the base bid, and optional bid items for an additional 273 square feet of 5-inch concrete and 288 square feet of 6-inch handicap parking. All concrete must be 4,000 PSI, and the contractor must complete seeding of disturbed areas using Pawnee Buttes Seed Company Native Lawn Mix or an approved equivalent consisting of 90% Buffalograss and 10% Blue Grama at a rate of 23 pounds per 1,000 square feet. Written questions were due November 9, 2015 at 10:00 AM Mountain Daylight Time, with bids due November 12, 2015 at 1:30 PM MDT, with notice of award tentatively scheduled for November 27, 2015, notice to proceed November 30, 2015, and project completion deadline of May 28, 2016 (180-calendar-day construction schedule). The contractor must submit pricing using a lump sum mobilization schedule with 60 percent payment upon first month estimate and 40 percent after final cleanup approval, per-unit pricing for precast vault toilet installation, and per-square-foot pricing for concrete flatwork.
The vault toilet must comply with specifications for a Tioga Special Style CXT Incorporated manufactured unit meeting capacity requirements of 350 pounds per square foot snow load and 400 pounds per square foot floor load, with resistance to 150 mile per hour winds and seismic design category E earthquakes, and include vault liners constructed from black ABS/750 virgin plastic capable of holding 1,000 gallons of waste. The manufacturer must be ISO 9001 certified and PCI certified at time of bidding with no contract defaults within the previous five years, and must provide stamped engineered drawings prior to acceptance. CXT Incorporated is identified as the sole manufacturer meeting the specified criteria. The contractor must obtain and maintain comprehensive insurance coverage including workers' compensation, commercial general liability with $1,000,000 each occurrence limits, and automobile liability insurance with $1,000,000 combined single limit, with the State of Colorado named as additional insured. Payment shall be made within 45 days of receipt of products and correct invoice, and all work must be completed within the 180-day timeframe with project scheduling coordinated with park staff to minimize interference with park operations. No specific budget range or set-aside designations for disadvantaged enterprises were identified in the procurement documents.
