About this opportunity

The Colorado Parks and Wildlife Division is procuring roof replacement services for the South Republican State Wildlife Area located approximately 21 miles north of Burlington, Colorado, under contract opportunity PMAA 5614. The project scope encompasses removal and replacement of metal roofs on one technician residence (1,962 square feet) and one technician garage (513 square feet), removal and replacement of asphalt shingle roofing on one wildlife manager residence (3,567 square feet), replacement of roof sheathing as needed (320 square feet), and furnishing and installation of seamless gutters with downspouts (54.5 linear feet). Bid submissions were required by September 16, 2015 at 1:00 PM at the Colorado Parks and Wildlife Southeast Regional Office in Colorado Springs, with written questions due by September 14, 2015 at 10:00 AM. No mandatory pre-bid meeting was conducted; however, contractors were required to conduct independent site visits to evaluate existing conditions. The contract term is 60 calendar days from the date of Notice to Proceed. Bids are evaluated on a unit price basis, and award will be made to the lowest responsible bidder. Materials specifications include Malarkey Legacy Series fiberglass shingles in Sienna Blend, 26-gauge steel metal roofing and siding panels, galvanized steel flashing, seamless gutters, and appropriate sealants and underlayment materials, all in compliance with the Colorado Department of Transportation 2011 Standard Specifications for Roads and Bridge Construction.

Colorado resident bidder preference provisions apply to this procurement. A bid bond equal to five percent of the total bid price is required for bids exceeding $50,000, while performance and labor/material payment bonds equal to 100 percent of the contract price are required when bids equal or exceed $100,000. Contractors must obtain sales tax exemption and maintain comprehensive general liability insurance with the State of Colorado named as additional insured, workers' compensation insurance, and automobile liability insurance. The project is not subject to prevailing wage requirements. No specific budget range or award value is published in the available documentation; however, the bonding requirements suggest the project value may potentially exceed $50,000. No incumbent vendors or existing infrastructure integration requirements are identified in the solicitation materials.
