About this opportunity
The State of Colorado, Department of Natural Resources, Division of Parks and Wildlife is soliciting sealed bids for the installation of wildlife-friendly fencing at Mount Evans State Wildlife Area (Project ID C17NE1, IFB 2018*246) located in Clear Creek County near Evergreen, Colorado. The primary scope of work includes the installation of approximately 19,050 linear feet of four-strand fencing as the base bid, with an optional component of an additional 5,350 linear feet of four-strand fencing, removal of 11,450 linear feet of existing wire fence, installation of new wire stretch gates and Y-gates, and salvage and reinstallation of an existing 16-foot tubular gate. The project encompasses work across two land sections (Section 24 and Section 19) and requires all contractors to complete work within 60 calendar days from the Notice to Proceed, with a construction deadline of August 18, 2018, or work must cease until spring 2019, with final completion no later than June 30, 2019. A mandatory pre-bid conference is scheduled for May 16, 2018, at 10:00 AM at the project site, with sealed bids due by May 23, 2018, at 1:30 PM. Contractors must conduct a site visit prior to bidding and demonstrate familiarity with the challenging alpine terrain and environmental conditions. Required qualifications include valid worker's compensation insurance, comprehensive general liability insurance with minimum $1,000,000 Combined Single Limit coverage, comprehensive automobile liability insurance, and for contracts exceeding $150,000, Performance Bonds and Labor and Material Bonds equal to 100 percent of the estimated contract price. A 5% bid bond, certified check, or cashier's check is required with all proposals exceeding $50,000, and liquidated damages are assessed at $280.61 per day for delays beyond the contract period.
The project is funded entirely through a Federal Aid Grant from the U.S. Fish and Wildlife Service utilizing Pittman-Robertson Act excise taxes and Dingell-Johnson taxes, requiring compliance with federal debarment certifications, drug-free workplace requirements, and lobbying certifications. Minority Business Enterprise (MBE) participation is required with good faith effort documentation, and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs may receive a 5% bid preference on their proposals. The contract will be awarded to the lowest responsive bidder meeting all requirements within 15 calendar days of bid opening, subject to State Controller approval. All bids must include federal forms, contract proposals, bid schedules, MBE compliance documentation, and W-9 forms, and bidders must comply with state labor preferences pursuant to Colorado Revised Statutes 8-17-101 and 102. The contract incorporates the General Requirements and Covenants for Capital Construction (2003 edition) and supplemental requirements for emergency contract modifications, with retainage at 10 percent of partial payments capped at 10 percent of total contract value. While the specific contract award value is not explicitly stated in the solicitation documents, the scope of work involving approximately 24,400 linear feet of fencing installation and removal across challenging alpine terrain, combined with gate installation and associated site work requirements, suggests a contract value likely exceeding $150,000 based on typical fencing project costs.
