About this opportunity

Colorado Parks and Wildlife is procuring construction services for the Mount Evans State Wildlife Area Shop Restroom Facility (CPW Project No. C18NE6) located in Clear Creek County, Colorado. This is a capital construction project requiring the design and installation of a 10'x8' insulated and heated wood-framed restroom facility that will include toilet, lavatory, shower facilities, and supporting utilities to serve the Mount Evans State Wildlife Area. The scope of work encompasses mobilization, site layout and grading, furnishing and installing the prefabricated restroom facility, establishing electrical and liquified petroleum gas distribution systems, and installing sanitary collection and water distribution systems. Specific deliverables include extending a 4-inch Schedule 40 sanitary sewer line 252 linear feet to connect to the existing septic system with four cleanouts and a backflow prevention fitting, connecting water service to the existing pressure tank distribution line, integrating with the existing overhead propane line, and connecting electrical service to the existing breaker panel within the maintenance building. The facility must be ADA-compliant and include standing seam metal roofing and fiber cement board siding to match existing structures. All bidders must visit the site prior to proposal submission and contact the Design Engineer Aaron Boonstra at least 24 hours in advance. The non-mandatory pre-bid conference is scheduled for September 10, 2018 at 11:00 a.m. on-site, with all bidding questions due by September 18, 2018 at 5:00 p.m. and written responses provided by September 20, 2018 at 5:00 p.m. Bids are due on September 25, 2018 at 1:00 p.m., and the project must be completed within 60 calendar days from the Notice to Proceed with liquidated damages assessed at $193.54 per day for delays.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) incorporated or organized in Colorado and registered with the Center for Veteran Enterprise are eligible to receive a 5 percent preference on their bid price. All bidders must submit a signed bid schedule acknowledging any addenda, a completed W-9 form for tax identification purposes, and SDVOSB certification if applicable. Bid submissions must include a bid bond, certified check, or cashier's check equal to 5 percent of the total bid amount, and contracts exceeding $150,000 will require a Performance and Payment Bond equal to 100 percent of the estimated contract price. Bidders must carry worker's compensation insurance as required by Colorado law, comprehensive general liability insurance with a minimum $1,000,000 Combined Single Limit, and comprehensive automobile liability insurance with the same minimum limits, with the State of Colorado named as additional insured. The project is funded through a Federal Aid Grant from the U.S. Fish and Wildlife Service utilizing Pittman-Robertson Act excise taxes and Dingell-Johnson taxes, and sales tax is exempt under Colorado Department of Revenue Form No. DR172 (state sales tax number 98-02565). Award will be made to the lowest responsive and responsible bidder whose proposal meets all specified requirements, with quantities subject to adjustment to meet project budget constraints; however, the specific contract value or budget range is not disclosed in the procurement documents provided.
