About this opportunity

The State of Colorado, Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW), is issuing a Request for Documented Quotations (DQ1 2026-0367) for the procurement of one grass seed drill unit with delivery to CPW's facility at 34227 County Road 38.5 in Two Buttes, Colorado, on or before May 31, 2026. The grass seed drill must meet comprehensive specifications including a cool season grass box, fluffy seed box, small seed box with ultra adjustment metering, no-till capability, digital acre meter, front and rear mounted open grid grate walkboard steps, output reduction kit, row dividers, tail lights, safety chain, folding tongue, 12-14 inches ground clearance, double row bearings in planting discs, "no-tangle" stroke control knuckle, anti-sway torsion arm, calibration handle, grease bank for rockshaft bearing lubrication, and parking stands. Vendors must submit a Specification Verification Sheet confirming compliance with each requirement, a Bid Pricing Sheet, a Vendor Information and Verification Sheet, and current insurance certificates demonstrating required coverage. The evaluation will be based on which acceptable response is most advantageous to the state, with price/cost being the primary consideration. Critical deadlines include a written inquiry deadline of April 9, 2026 at 5 PM MT, answers to inquiries posted April 13, 2026, and bid submission by April 16, 2026 at 3 PM MT, with notice of intent to award expected April 21, 2026.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise are eligible to receive a 5% preference on their bid price upon submission of proper documentation. Resident bidders may also receive a preference against nonresident bidders equal to the preference given by the nonresident bidder's home state. Automobile liability insurance with a minimum limit of $1,000,000 each accident combined single limit is required unless a third-party delivery service is used, and bidders must maintain comprehensive general liability and workers' compensation coverage as specified in the State of Colorado Purchase Order Terms and Conditions. All costs, including delivery, trade-in value, tariffs, and applicable discounts, must be incorporated into the final bid price, with the State bearing no shipping or freight costs and being exempt from sales taxes. No incumbent vendors or existing infrastructure integration requirements are identified in the solicitation documents. Bids must be submitted via Colorado Vendor Self-Service (VSS) or email to dnr_cpw_bids@state.co.us, and payment will occur following inspection and acceptance by the CPW project manager, with ACH/EFT payments encouraged.
