About this opportunity

Fort Bend Independent School District is requesting proposals for plumbing parts, materials, maintenance, and repair services on a districtwide as-needed basis under RFP 26-065AR, with proposals due October 21, 2026 at 2:00 p.m. CST through the FBISD Electronic Bidding Portal. The solicitation is divided into two independent categories — Category A for commercial and institutional plumbing parts, fixtures, equipment, and consumable supplies (products and delivery only, excluding labor), and Category B for plumbing maintenance, diagnostics, testing, repair, replacement, and emergency response services — and proposers may bid on either or both.

Proposers must be authorized dealers, distributors, or service providers and must comply with all federal, state, and local laws, maintain required licenses and insurance, and pass background checks. For Category A, pricing shall be submitted as net unit prices for market basket items and supplemental catalog pricing with minimum discounts for out-of-scope products. Category B requires labor rates by classification and service charges. All pricing must be F.O.B. Destination and include shipping, handling, and delivery charges; no cost-plus-percentage pricing is permitted for federally funded work.

Evaluation uses eight weighted criteria totaling 100 points: purchase price (30 points), vendor reputation (5 points), quality of services (25 points), alignment with District needs (25 points), past relationship with the District (10 points), and long-term cost (5 points). The initial contract term is three years with options for up to two additional one-year renewals. A pre-proposal conference is scheduled for September 15, 2026 (virtual via Microsoft Teams). Written questions are due September 21, 2026. Board presentation and award notification are anticipated for January 2027. FBISD is a member of the Central Texas Purchasing Alliance (CTPA), and awarded contracts may be adopted by other member districts at the same or better terms.
