About this opportunity
The Commonwealth of Kentucky, Department of Criminal Justice Training, issued a Request for Bid (RFB 758 2600000305) for the procurement of plastic target backers on behalf of Johnson County. The solicitation seeks 2,500 units of plastic target backers measuring 24 inches wide by 45 inches long with a 1/8-inch thickness, manufactured from white coroplast material. These items will be delivered to the Department of Criminal Justice Training at 4449 Kit Carson Drive, Richmond, Kentucky 40475, with all pricing inclusive of shipping and delivery charges under F.O.B. Destination Freight Prepaid and Allowed terms. The Master Agreement contract will have an initial term of one year from the date of award with options to extend for four additional two-year renewal periods at the Commonwealth's discretion. Bids must be submitted electronically through the Kentucky eProcurement system by January 12, 2026, at 1:30 PM ET, with written vendor questions due by December 30, 2025, at 10:00 AM ET. Evaluation of bids will utilize a best value approach allocating 90 points to price and 10 points to delivery time in working days, with the lowest-priced bidder receiving maximum points and other bidders scored proportionally. Vendors must affirm compliance with all terms and conditions, maintain a Certificate of Insurance providing Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, and submit all required documentation through the electronic bidding system.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities receive preference equal to 20 percent or 15 percent of maximum points respectively. All bidders must submit a Required Affidavit for Bidders, Offerors, and Contractors attesting compliance with Kentucky campaign finance laws and requirements under Kentucky Revised Statutes (KRS) 45A.110 and 45A.115, which remains effective for one year from execution. Bidders claiming resident bidder status must attest that their entity is authorized to transact business in Kentucky and has filed Kentucky corporate income taxes, made unemployment insurance payments, and maintained an active workers' compensation policy for one year prior to and through the advertisement date. Prices must remain firm for sixty days after the bid due date, with no price increases permitted during the first twelve months of the contract; thereafter, increases may be requested only with written justification based on industry-wide changes. Delayed delivery beyond the contracted due date will result in a one percent per day deduction from invoices. No specific budget range or award value is stated in the solicitation documents; however, the estimated annual purchase quantity of 2,500 units provides a baseline for cost projections.
