About this opportunity
The County of Orange, OC Public Works is seeking competitive bids for a comprehensive procurement of plastic security seals and spools through a fully electronic solicitation. The contract requires 70,000 self-locking rectangular plastic security seals with specific technical specifications, including precise dimensional requirements (not exceeding 1.05 x 0.5 x 0.4 inches), a metal plunger, two lines of print ("CS30" on one side and at least 7 consecutive digits on the other), and two holes for wire passage. Each seal must be pre-inserted with a 12-inch 3-ply galvanized wire. Additionally, the procurement includes four security seal wire rolls: two 3-ply and two 2-ply galvanized steel rolls, each measuring 1,000 feet. The contract will become effective May 1, 2025, and continue for one calendar year, with bids due electronically by April 25, 2025, at 2:00 pm. Bidders must hold a valid California State Contractor's License and submit comprehensive company information, references, and contact details. The bid will remain valid for 120 days, and the County reserves the right to make multiple awards, reject any bids, and negotiate final contract terms.
The procurement includes provisions for local small business (OCLSB) and disabled veteran business enterprise (DVBE) preferences, with certification requirements from the California Department of General Services. Qualifying businesses must obtain certification through the appropriate state channels to be eligible for these preferential considerations. The contract will utilize electronic fund transfer (EFT) as the payment method, with the County paying contractors in arrears within 30 days of receiving an acceptable invoice. While a specific contract value is not explicitly stated, the detailed specifications suggest a comprehensive procurement with potential significant financial implications. The County has included robust legal protections, including a Faithful Performance Bond and a Labor and Material Payment Bond, which provide financial safeguards for both the County and potential subcontractors. These bonds ensure that the selected contractor will fulfill contractual obligations and that labor and material expenses will be appropriately managed. The procurement spans multiple jurisdictions, including Orange County and San Francisco City, indicating a potentially broad operational scope for the selected vendor.
