About this opportunity
The state of Oregon, through the Oregon Department of Aviation (ODAV), is seeking proposals for a multi-year Price Agreement to provide aviation planning services for four state-owned airports: Condon State, Cottage Grove State, Independence State, and Joseph State Airports. The selected consultant(s) will be required to perform a variety of services, which may include airport system and master planning, noise compatibility planning, environmental assessments, economic impact studies, airport zoning inventories, activity forecasts, and other special aviation planning studies as directed by ODAV. The Price Agreement has a shared maximum not-to-exceed compensation of $5,000,000 and will utilize various payment methods such as Cost Plus Fixed Fee, Fixed Price, Time and Materials, and Price per Unit. Proposals are due by January 31, 2023, and the anticipated 5-year Price Agreement will be awarded on or about January 1, 2023.
The RFP indicates that the awarded consultant(s) will be subject to FAA Disadvantaged Business Enterprise (DBE) program requirements if FAA funds are utilized. ODAV reserves the right to extend the term of the Price Agreement and amend it for additional compensation based on need and available funding. The RFP does not provide specific details on pricing, incumbent contractors, or budget ranges, but it outlines the administrative requirements for submitting a responsive proposal.
