About this opportunity

The state of Oregon, through the Oregon Department of Aviation (ODAV), is seeking proposals from qualified consultants to provide aviation planning services for four specific airports: Bandon State, Mulino State, McDermitt State, and Siletz Bay State Airports. The requested services include master planning, special studies, and other planning activities, such as airport data collection, economic impact studies, environmental assessments, and airport layout plan updates. The contract will be a five-year Price Agreement with a not-to-exceed amount of $5,000,000 across all assigned projects, with individual work orders issued as needed. Proposals are due by January 31, 2023, and will be evaluated based on the qualifications, experience, and project approach of the proposers, without considering cost. ODAV will negotiate the final terms, including pricing, with the top-ranked proposer(s).

The selected consultant(s) must comply with federal Disadvantaged Business Enterprise (DBE) program requirements if DBE goals are assigned to individual work orders that utilize Federal Aviation Administration (FAA) funds. Proposers must demonstrate their ability to meet any DBE goals as part of their proposal. The contract will be funded with FAA Airport Improvement grants and matching funds from State Aviation Fuel Tax revenues.
