Scope focuses on a specific geographic area, population, or both—not statewide coverage. Respondents must address strengthening organizational and community capacity; improving provider readiness, coordination, infrastructure, and effectiveness for housing-focused, trauma-informed, culturally responsive services; and enhancing regional ability to collect, synthesize, analyze, and use multi-sector data. Responses may identify additional goals emerging from the planning process. Planning work must involve Continuum of Care partners, Coordinated Entry Systems, outreach teams, and community-based organizations.

No contract value, incumbent, evaluation criteria, or procurement timeline details beyond the response due date are specified in the RFI notice.
