About this opportunity

The City of Detroit Office of Contracting and Procurement, through the Detroit Demolition Department, is requesting quotes for final grade and site finalization services at five residential properties (17149 Waveney, 8746 Kercheval, 4559 Lillibridge, 5209 Neff, and 4317 Maryland) under RFQ Group B, with quotes due August 26, 2026.

The scope encompasses bringing each property from Winter Grade Approval to Final Grade Approval, applying seed and straw, and replacing damaged sidewalks up to specified quantities per property (7 flags at Waveney, 6 at Kercheval, 6 at Lillibridge, 9 at Neff, 10 at Maryland). All backfill materials below twelve inches must consist of crumbling yellow clay, sand, or loam with clay content not exceeding 35 percent; materials within twelve inches of grade must be sand or loam with no clay and organic content between 10 and 25 percent, sourced from City-approved suppliers and meeting Michigan Part 201 Residential Cleanup Criteria. Work is restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m. All waste materials must be disposed of at a Type II landfill. Contractors must request a Final Grade Inspection from BSEED no later than fourteen calendar days following Open Hole Inspection approval and complete all work within 60 calendar days of receiving Notice to Proceed.

Bidders must visit the backfill sites to inspect conditions before submitting bids and attest to this site review on the required Signature Page. Quotes must be submitted electronically through the City of Detroit Oracle Supplier Portal and include a Price Sheet and Professional Rate Schedule in Excel format and a signed Signature Page in PDF. Pricing must incorporate mobilization, non-hazardous and hazardous disposal, backfill and topfill materials, sidewalk replacement, seed and straw, and site cleanup. The successful vendor must provide 100 percent performance and payment bonds and certificates of insurance naming the City as additional insured within five business days of award. Quotes remain binding for 365 calendar days. Evaluation is based on lowest responsive and responsible bid price with consideration to local preferences and an equalization factor. The City reserves the right to reject any or all quotes, waive non-conformities, re-advertise, or cancel for any reason.
