About this opportunity

The City of Detroit is requesting quotes for complete residential demolition at 14621 Burgess (Group 9.1.26) with quotes due September 3, 2026. Respondents must be pre-qualified suppliers under the City of Detroit's Construction and Demolition Department Request for Qualifications #1 Detroit Demolition Program; vendors subject to disciplinary action as of the RFQ due date or who have failed to commence demolition within stipulated timeframes on previously assigned sites are disqualified.

The property is a one-unit residential structure built in 1956 with 736 square feet on a 4,400 square foot parcel (Parcel ID 22112394). The scope includes complete demolition and debris removal, asbestos and other hazardous materials removal and disposal, backfill using City-approved Category 2 sources, grading and site finishing, and seeding. All work must be completed within 120 calendar days of the Notice to Proceed, with interim milestones: commence demolition within 21 calendar days of Notice to Proceed (or 14 days if valid demo issues exist), load debris within seven calendar days of demolition, complete backfill and grading within 14 calendar days of Open Hole approval, and submit invoices within 14 calendar days of final inspections. Operations are restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m. Contractors must obtain a Housing Risk Management Report assessment and conduct mandatory site visits prior to bidding; bids must include a date-stamped photograph of the visited property.

Respondents must submit pricing in three categories—demolition, backfill, and site finalization—via Excel format through the City of Detroit Oracle Supplier Portal, along with a Professional Rate Schedule and signed Signature Page. Quotes remain binding for 365 calendar days. Performance and payment bonds equal to 100 percent of the contract amount are due within five business days of award. The City reserves the right to withhold the Notice to Proceed indefinitely, rescind awards, and evaluate local preferences and an equalization factor alongside lowest responsive bid price. Contractors are subject to the CDD Abatement and Demolition Contractor Discipline Policy (May 12, 2025), which establishes progressive disciplinary actions for performance failures, safety violations, and regulatory non-compliance, with suspensions ranging from 30 to 365 days depending on offense category.
