About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for planned residential backfill and site finalization at two properties—13812 Glenwood and 14102 Seymour (Group 8.3.2026)—with quotes due August 28, 2026. Only vendors prequalified under the City of Detroit Office of Contracting & Procurement's Planned Residential and/or Emergency Residential demolition work RFQ #1 Detroit Demolition Program are eligible. Vendors subject to disciplinary action under the CDD Abatement and Demolition Contractor Discipline Policy as of the RFQ due date are ineligible, as are vendors with assigned sites that have not commenced demolition within required timeframes for scopes dated on or after May 26, 2025 and awarded on or after June 2, 2025.

The scope encompasses debris load-out, backfilling and grading to match adjacent areas, sidewalk replacement, and turf coverage. Backfill materials must be sourced from City-approved Category 2 suppliers and must meet Part 201 Residential Cleanup Criteria with specified clay content and organic composition requirements by depth. Work must be completed within 120 calendar days of receiving the Notice to Proceed. Debris must be loaded out and an open hole inspection requested within seven calendar days of demolition; backfilling and grading with grade inspection must occur within fourteen calendar days of open hole approval. The contractor bears all financial responsibility for materials, equipment, labor, permits, corrections, and damage. The City reserves the right to withhold payment in amounts equivalent to correction costs or damage repairs caused by contractor deficiencies.

Respondents must submit three documents: a completed Price Sheet in Excel format with line-item pricing for backfill/grading and site finalization work at each property, a Professional Rate Schedule, and a signed Signature Page. Bids must include all federal, state, and local notification costs. Quotes remain binding for 365 calendar days and cannot be withdrawn. Awards will be made to the lowest responsive and responsible bidder; the City reserves the right to award each property to different vendors or any combination thereof. Successful vendors have five business days from notice of award to provide 100 percent performance and payment bonds and certificates of insurance naming the City as an additional insured.
