About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes for planned residential backfill and site finalization at two properties (13812 Glenwood and 14102 Seymour, Group 8.3.2026) under RFQ, with quotes due August 7, 2026. Only firms prequalified by the City of Detroit Office of Contracting and Procurement for Planned Residential and/or Emergency Residential demolition work are eligible to submit.
The scope includes excavation and load-out of non-hazardous and hazardous fill material and debris; backfill and grading with materials sourced from Category 2 sources approved on the City of Detroit Backfill platform and meeting Part 201 Residential Cleanup Criteria; sidewalk replacement at contractor expense; seeding with 100% Dutch white clover "no mow" seed; and site finalization. Backfill materials must comply with specified clay content, composition, and organic matter percentages depending on depth from grade. All work must be completed within 120 calendar days of Notice to Proceed, with debris removal within seven days of demolition, backfill and grading within fourteen days of open hole approval, and final grade inspection requests by May 30 for winter-approved properties or within forty-five days for spring/summer approvals. Work occurs Monday through Friday, 7:30 a.m. to 5:30 p.m., during daylight hours. Both properties are owned by the Detroit Land Bank Authority with parcel square footages of 4,617 and 4,836 square feet.
Award will be made to the lowest responsive and responsible bid with consideration for local preferences and equalization factors. The City reserves the right to award each property group to different vendors or combine awards. Respondents must submit a Price Sheet in Excel format with unit rates, a Professional Rate Schedule in Excel format, a signed Signature Page in PDF format, and must attest to site inspection before bidding. The contractor is responsible for a $134.00 hydrant re-inspection fee if the hydrant fails but is not responsible for permit costs. Performance and payment bonds for 100% of contract amount and certificates of insurance naming the City of Detroit as additional insured are due within five business days of award. Quotes are binding for 365 calendar days. Effective August 1, 2026, the Detroit Water and Sewerage Department will verify water service line materials and remove lead service lines upon notification, pausing contractor performance during this process.
