About this opportunity
The Plains Township Board of Commissioners is soliciting bids for the Plains Delaware Street Drainage Project, a comprehensive infrastructure improvement initiative involving storm sewer installation, asphalt mill and overlay, asphalt curb placement, and two curb ramp installations. The project will be procured through the PennBid Program, with sealed bids due by 12:00 pm local time on September 9, 2025. Bidders are required to submit a bid security equal to 10% of their maximum bid price, along with mandatory forms, statements, affidavits, and certifications outlined in Article 7 of the Bid Form. Bids will be publicly opened at Verdantas (613 Baltimore Drive, Suite 300, Wilkes-Barre, PA) and considered during the Plains Township Board of Commissioners meeting on September 11, 2025, at 7:00 pm. All bidding documents are available at no cost via https://pennbid.bonfirehub.com, and the project will be executed under one prime contract with lump sum and unit price bidding options.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises, though the township indicates non-discrimination policies covering race, color, national origin, sex, religion, and age. Bidders must comply with Pennsylvania Prevailing Wage Act 442, ensuring minimum wage standards throughout the contract duration. No incumbent vendors are mentioned, and no specific budget range is provided in the available documentation. Contractors interested in the project must demonstrate capability to execute the comprehensive drainage and infrastructure improvements, with technical competence in storm sewer installation, asphalt work, and municipal infrastructure development. While no precise contract value is specified, the project's scope suggests a substantial municipal infrastructure investment focused on improving drainage and road infrastructure in the Plains Township area.
